two.1.4) Short description

This procurement exercise is to establish a ‘Flexible Framework Agreement’ in accordance with Regulations 74-76 of the Public Contracts (Scotland) Regulations 2015 (further referred to as 'Flexible Framework (FF)') for the provision of Care at Home Services for Adults and Older People.

The FF allows for New Entrants to be admitted, as Providers, after it has been established. Following award, successful Providers will also be able to amend locations to their service offering in accordance with the terms of the FF.

Inverclyde Council (the Council) is seeking to appoint Providers on to a FF for the provision of Care at Home Services which will be delivered to Supported Persons residing within Inverclyde and who are clients of the Council acting on behalf of Inverclyde Health and Social Care Partnership (HSCP). Providers will only be commissioned in accordance with their level of experience, training, adopted management actions, supervision, working practice and their level of Care Inspectorate grades.

The value provided in II.1.5 is an ESTIMATE only for the total period of the FF of 4 years, with an option to extend a further 1 year.

The Service shall be delivered in a range of ways including providing personal care, personal support and housing support within Supported Persons own homes, 24 hours a day, 7 days per week, each day per year.

The anticipated value at 'II.2.6' is estimated and may be subject to change. Tenderers should note that there is no guarantee of any business, use, level of use or continuity of business through the FF.

The Duration at 'II.2.7' is the initial period. The Council may, at its sole discretion, extend the duration of the Agreement for a period of up to one (1) year from the Expiry Date, for the period 1 April 2028 until 31 March 2029, subject to having secured all necessary approvals, budget availability and satisfactory performance of the Agreement.

A Flexible Framework Agreement is being established for a period of 4 years, with the option of a further year, which will always be open to new entrants throughout the Flexible Framework period.

four.1.11) Main features of the award procedure

The scope of Services to be provided under the Flexible Framework falls within the definition of a “social and other specific” service under the Public Contracts (Scotland) Regulations 2015 and therefore the Flexible Framework is not subject to the full requirements of the aforementioned regulations.
