two.2.4) Description of the procurement
Local authorities are being asked to ensure that the offer of free holiday club provision is available for children in receipt of benefits-related FSM in their area. We would not expect all eligible children to participate. The grant funding allocated to each local authority will be informed by the numbers of children eligible for benefits-related FSM in each area and the overall levels of participation experienced in our previous programmes from 2018 to 2022. We also encourage local authorities to make the holiday clubs available to any children not eligible for free school meals who can pay to attend.
As a result of the HAF programme, we want children who attend the provision:
- to eat healthily over the school holidays.
- to be active during the school holidays.
- to take part in engaging and enriching activities which support the development of resilience,
character, and wellbeing along with their wider educational attainment.
- to be safe and not to be socially isolated.
- to have greater knowledge of health and nutrition; and
- to be more engaged with school and other local services.
- We also want to ensure that the families who participate in this programme are signposted
towards other information and support, for example, health, employment, and education.
This ITT is for the procurement of a support contract to provide support, advisory and performance monitoring services to assist local authorities with ensuring holiday provision for school-age children across England. The national support partner will be crucial to the success of the programme.
The Supplier will be responsible for monitoring, supporting, and challenging all upper tier local authorities - currently there are 153 across England though that number may fluctuate to deliver the Holiday Activities and Food (HAF) programme in the Easter, summer, and Christmas holidays 2023.
The overarching deliverables for this contract are:
1. Monitoring local authorities
2. Provide basic support for local authorities - planning
3. Provide basis support for local authorities - implementation
4. Provide intensive support for local authorities where required
