The Foreign, Commonwealth and Development Office (FCDO) is looking for a supplier of services to deliver the Global Mine Action Programme 3 (GMAP 3) in Afghanistan.
The expected contract value is up to £9.5m. The contract is expected to run from February 2023 to the end of March 2025 with a possible extension(s) of up to 24 months and potential additional value of up to £9.5m.
GMAP3 Afghanistan will contribute to the overall GMAP3 programme. The Global Mine Action Programme 3 (GMAP3) began in April 2022, and is building on the success of its predecessor (the Global Mine Action Programme 2) in tackling the threat of landmines and other explosive remnants of war.

two.2.4) Description of the procurement
The strategic objective for GMAP3 in Afghanistan is to release land and conduct Explosive Ordnance Risk Education (EORE) that supports humanitarian emergency response and vulnerable communities. GMAP3 will protect the results of mine action in Afghanistan over the past two decades and provide sustainability by enhancing the national capacity of one or more local mine action IPs.
The GMAP3 contract in Afghanistan will be designed and implemented to achieve all five outcomes of the GMAP3 Theory of Change (ToC):
• Outcome 1: Measurable progress towards Anti-Personnel Mine Ban Convention (APMBC), Convention on Cluster Munitions (CCM) and Convention on Certain Conventional Weapons (CCW) treaty compliance and universalisation.
• Outcome 2: Responsive and equitable nationally owned mine action through improved governance and with increased local implementation. This outcome will be delivered in Afghanistan solely through working with local implementing partners (details in the Terms of Reference).
• Outcome 3: Mine action integrated or sequenced with humanitarian / development / peacebuilding or stabilisation initiatives.
• Outcome 4: Safe and productive land use improves livelihoods and basic services, improving the quality of life and the environment.
• Outcome 5: Risk of harm reduced which increases returns and the freedom of movement.
The GMAP3 contract in Afghanistan will be designed and implemented to achieve three of the four outputs of the GMAP3 ToC. Output 4, which refers to the Capacity Development (CD) of national authorities, is not applicable to GMAP3 in Afghanistan:
• Output 1: Land has been released for safe and productive use.
• Output 2: Increased awareness of the risk of harm from explosive ordnance.
• Output 3: Increased collaboration with humanitarian, peace, stabilisation, development and environmental actors.
• Output 5: Enhanced capacity of local implementers, i.e. enhanced operational and management procedures, skills and systems of local IPs, leading to increased local implementation.
FCDO welcomes bids from across the sector, both from commercial and non-profit organisation through creation of consortia or joined ventures or sub-contracting the work.
FCDO reserves the right to scale down or discontinue this programme at any point in line with the terms and conditions of the Contract. Scaling down is at FCDO's discretion, and may occur for a number of reasons including, but not limited to, changes to the political economy in Afghanistan or a shortage of funds.
