The UK Foreign, Commonwealth & Development Office (FCDO) would like to invite interested parties to attend Market Engagement (EME) Event concerning the provision of services to deliver Global Mine Action Programme 3 (GMAP 3).
The Global Mine Action Programme 3 (GMAP3) began in April 2022, and is building on the success of its predecessor (the Global Mine Action Programme 2) in tackling the threat of landmines and other explosive remnants of war. It has a confirmed total budget allocation of up to £100M covering three financial years (2022/2023; 23/24; 24/25). It will lead to increased human security, and support towards development and peace in priority countries. It will do this through the clearance of landmines and other explosive remnants of war, explosive ordnance risk education for affected communities, and building the capacity of national authorities and operators.

two.2.4) Description of the procurement
The EME for GMAP3 will be a virtual event taking place at 2:00 p.m. BST on Thursday 28 July 2022. It will focus on multi-year contracts that will commence from early 2023 and run to end March 2025, with a likely option to extend. The contracts will operate in up to 12 countries. The tender process will cover multiple opportunities. Suppliers may bid for one or more of the contracts on their own or in partnership with others. The current thinking is to tender four opportunities, composed as follows:
• Afghanistan
• Angola, Cambodia, Zimbabwe, Laos
• Iraq, Ukraine
• Ethiopia, Myanmar, Somalia, Yemen, South Sudan
There will be a separate contract for monitoring, evaluation and learning (MEL) services across GMAP3. The Supplier(s) for the country contracts will be required to work closely with the MEL provider to ensure GMAP3’s impact is well understood, allowing for adjustments to enhance delivery and building the wider evidence base for mine action.
Each contract will deliver against the following expected outcomes:
• Outcome 1: Measurable progress towards Anti-Personnel Mine Ban Convention (APMBC) and The Convention on Cluster Munitions (CCM) and Convention on Certain Conventional Weapons (CCW) treaty compliance;
• Outcome 2: Responsive and equitable nationally owned mine action through improved governance and with increased local implementation;
• Outcome 3: Mine action complemented with humanitarian / development / peacebuilding or stabilisation initiatives;
• Outcome 4: Safe and productive land use improves livelihoods and basic services, improving quality of life; and
• Outcome 5: Risk of harm reduced increases returns and freedom of movement
This EME event is an opportunity for prospective GMAP3 multi-year contract suppliers to understand current GMAP3 planning, to ask question, and to provide feedback on the draft Terms of Reference (ToR). FCDO is interested in understanding how the Terms of Reference could be strengthened to better deliver the outcomes listed above.
Prospective suppliers are invited to complete the survey via EME Registration Form (https://bit.ly/3mNScSX), which includes questions on areas where FCDO would particularly welcome input:
• Would your organisation be likely to bid for one or more opportunities?
• Would your organisation be more likely to bid if countries were moved between the planned contracts?
• If your answer to the previous question is yes, what would you change, and why?
• The FCDO will set out its indicative thinking for country allocations in draft Terms of Reference that will be published a minimum of one week in advance of the early market engagement. Do you have any views on how money should be allocated across countries? Should any countries get more/less than the average? Which countries offer most scope to scale up in FY 2024/25?
• Are the Terms of Reference clear on proposal expectations for outcome indicators?
• Are the Terms of Reference clear on proposal expectations for gender and inclusion?
• Any other comments on the Terms of Reference, including whether any parts are unclear?
Prospective suppliers are also invited to send written questions to the FCDO using the MS Registration Forms. It will also be possible to ask questions at the event, however, receiving questions in advance will help FCDO to prepare the responses in advance.
The draft Terms of Reference for GMAP3 and other supporting documents will be broadcasted via FCDO Portal a minimum of one week prior to the early market engagement event.
Please note that no final decisions have been made about GMAP3 multi-year contract opportunities. Suppliers should not assume that they will go ahead or will go ahead in the form outlined in the draft Terms of Reference, as these decisions are still subject to review, including in response to supplier feedback.

At this stage, FCDO seeks expression of interest in participating in the EME event. Non-participation in this event will not be taken into account in any future procurement. The purpose of this notice is to explore the market, inform the specifications and help us to decide on the best procurement route and strategy.
