two.2.4) Description of the procurement
The London Borough of Camden is seeking to award a contract for the provision of of a Housing First intensive ‘floating support’ service in Camden, funded via Single Homeless Accommodation Programme (SHAP) Revenue fund.
Camden has been awarded funding by the Ministry of Housing, Communities and Local Government (MHCLG) and the Greater London Authority via its SHAP to deliver a 30-property Housing First scheme in Camden.
‘SHAP’ is part of the MHCLG strategy to end rough sleeping. Through capital and revenue funding it aims to increase the supply of good quality, specialist supported accommodation and housing-led approaches.
Camden’s bid was in two parts, a Capital Bid and a Revenue Bid which were made in partnership with one other Capital bid from Notting Hill Genesis (NHG).
• Camden’s Capital Bid: A grant for the procurement (10 x1bed properties on our estates) and restoration (10 1xbed void properties) of council properties for the purpose of delivering a Housing First scheme for people who have rough slept in Camden. Match funded by LB Camden.
• Camden will also contribute 10 units from its current void stock to be used for the purpose of the Housing First scheme. Costs associated with these properties will be met by LB Camden.
• Camden’s Revenue Bid: A grant to procure a ‘floating support service’ made up of a Service Manager and several case workers who would all hold a small case load of people living in independent accommodation (support over all 30 households). In addition, this service has specialist allied health professional roles and a ‘Perpetrator lead’ in the team to actively create a multi-disciplinary team and have the capacity to respond to complex client needs.
• Notting Hill Genesis Bid: A grant to purchase 10x1bed flats in Camden for the purpose of this Housing First bid. The grant is match funded by NHG.
The contract will be for a period of 3 years commencing on 1st March 2025.
The maximum annual budget for these services is £1,725,672. The Authority reserves the right to reject any Tender with a tender price in excess of this budget in any year of the Contract Term for the service.
