two.2.4) Description of the procurement

This specification and associated details provide the requirement for the air-conditioning and refrigeration maintenance contract for Betsi Cadwaladr University Health Board East.

The sites are spread across Wrexham and Flintshire and a summary and description of the plant and its locations, is contained within the specification, included as part of the tender pack.

During the tender period, Operational Estates engineers will be available to offer their services to the refrigeration contractor to provide advice and guidance on the plant and operating system to enable a full understanding of the requirements of the contract.

An F-gas register is provided by Operational Estates and needs to be updated by the Refrigerant Contractor.

The air conditioning and refrigeration maintenance contract works will comprise the following:

-One service visit per year on each unit with an F-gas CO2e of less than 50 tonnes, two visits on units with a CO2e of greater than 50 tonnes.

-Work as detailed in Section 2.0: Mechanical services tender summary.

-Update the F-gas register after each visit.

-Our current register is showing 475 & 57 (indoor &outdoor) air-conditioning units and 216 & 77 refrigerators and freezers, but this is subject to amendment.

-Service reports per appliance must be provided electronically within 5 working days of a visit, along with the updated register.

-Inform the department of any actions it may need to take to maintain compliance with any applicable laws and regulations

-Visits must be pre-arranged with the Estates Department at Wrexham Maelor Hospital.

-Manufacturer’s recommendations/ instructions must be followed where they differ from this specification.

-Service visits, where two are required, must be at least 5 months apart.

The air-conditioned areas are generally accessible during normal working hours, with prior arrangement.

It is a requirement of this contract that any remedial or repair works are authorised by the Operational Estates engineer, before being carried out.
