“Welsh Government is commissioning a Formative Evaluability Assessment and Progress Evaluation to develop a robust Framework to support the evaluation of the ‘whole-system’ approach to delivering the Young Person’s Guarantee (YPG).
The overarching aims of the Formative Evaluability Assessment and Process Evaluation are to:
(1) articulate the theory, assumptions, and evidence underpinning the YPG and to use this information to develop recommendations for a robust Monitoring and Evaluation Framework and
(2) review the design, implementation, and delivery of the YPG against the strategic intent and intended outcomes over the course of the first 18 months of operation.

The Evaluation Framework needs to be set against the backdrop of broader Welsh Government aims set out in the The Wellbeing of Future Generations (Wales) Act 2015, the Children and Young Person’s Plan, the Youth Engagement and Progression Framework (YEPF) and the Employment and Skills plan.
Timely and up-to-date evidence is essential to inform future policy development on the rationale and effectiveness of the YPG. It will ensure that the focus of the YPG is aligned with the needs of young people in Wales who are facing the potential scarring impact of the disruption caused by the pandemic and the current cost-of living crisis. It will help the Client better understand how to support young people (aged 16-24) who face the greatest barriers to entering and sustaining employment and improve transitions and outcomes.
The output of the Formative Evaluability Assessment and Process Evaluation will be used to prepare for the full Impact Evaluation and to supply prompt reporting on implementation and delivery progress as part of the Programme for Government commitment.
