This is a Prior Information Notice (PIN) for information only. It is not a formal invitation to tender. You will need to respond to the contract notice in order to be considered for this contract once it has been published. The purpose of this PIN is to maximise transparency and competition for the upcoming contract notice. All details in this PIN are subject to being updated or changed in the final contract notice.
The London Borough Islington is considering tendering for a supplier to deliver all out-of-hours drainage repairs and to provide an in-hours backup support for the in-house repairs team. The scope of work would also include all drainage excavations and the repair of collapsed pipes. It is anticipated that the contract notice relating to this PIN will be published in January 2022.

two.2.4) Description of the procurement
The Council has responsibilities to ensure residents’ properties are free of blockages and/or leaks to foul drains, soil stacks and toilets, as outlined in The Secure Tenants of Local Housing Authorities (Right-to-Repair) Regulations 1994.
Islington Council has an in-house repairs team that carry out repairs and maintenance to its housing stock. This includes an in-house drainage team consisting of six operatives who provide standard in-hours drainage repair work. The in-house team will require one external supplier to provide in-hours specialist work and support during busy periods. The external drainage supplier will also be required to provide all out-of-hours drainage repairs and all drainage excavation repairs (including collapsed pipes).
The scope of work will include (this is not an exhaustive list):
• Drainage pipe work repairs running through properties
• Drainage pipe work repairs within communal areas and estate boundaries
• Drainage pipe work re-runs
• Excavation and trenching to access collapsed drainage pipe work and leaks through soft ground and hard ground
• Blockages internal (and all associated works e.g. rodding & sanisnakes)
• Blockages external (and all associated works e.g. rodding & sanisnakes)
• Jetting
• Gully Suckers
• Removal of blockage waste (irrespective of waste type) and wash down of contaminated external area
• Drain lining
• Descales
• Collapsed drains (including all associated works e.g. excavation, drilling etc)
• Drainage related plumbing external (e.g. replacing a stack)
• Drainage related plumbing internal (e.g. removing and refixing a toilet pan to access a blockage)
• Dig ups (drainage)
• Environmental cleans (following back surge)
• Aquavac (wetvac)
The maximum intended length of this contract will be 108 months with the initial term of 36 months and the option of a further three extensions for periods of up to 24 months each. Any extensions would be subject to satisfactory performance.
To demonstrate our commitment to social value a weighting of 20% of the award criteria will be allocated to social value. The assessment will be based on performance and an evidence-based approach. For this contract, social value will be evaluated using the National TOMs (Themes, Outcomes and Measures) developed by the Social Value Portal.
The bidders will be required to propose credible targets against which performance for the successful bidder will be monitored. The TOMs within this tender process will be developed to reflect the specific needs of Islington Council.
