The Home Office is the lead government department for immigration and passports, drugs policy, crime, fire, counterterrorism, and police.

This PIN is being managed by the Emergency Services Mobile Communication Programme (ESMCP) within the Home Office.

The ESMCP is currently conducting an Early Market Engagement activity for a Requirements Management System to produce & store data entities and produce bespoke reports.

The purpose of this notice is to commence an Early Market Engagement (EME), by inviting interested Suppliers to complete a Non-Disclosure Agreement (NDA) followed by completion of a “Request for Information” (RFI) Questionnaire. This EME exercise is to help explore the industry for this requirement. The outcome will inform ESMCP decisions on future strategy and any new procurement activities. Any such decisions will be made solely at the Authority’s discretion.

Expression of Interest in Early Market Engagement

To register interest, potential Suppliers with an interest in the Programme, who provides services as outlined in the short description / description(below) are invited to express an interest in participating in this Early Market Engagement by e-mailing ESMCPSupplier@homeoffice.gov.uk

Suppliers will be required to provide contact details in their organisation and request a copy of an NDA and RFI for completion.

NDA and Request for Information (RFI) Questionnaire

Participants will be asked to sign an NDA to gain access to the RFI.

The deadline for NDA and RFI completion is 6PM Monday 27th November 2023.

two.2.4) Description of the procurement

Route to market and Award Criteria to be determined following Early Market Engagement.

The potential contract is for 2 years plus a further option to extend for 1 + 1 year, i.e., 2 + 1 + 1 years.

Respondents are advised that the purpose of this PIN is to engage in Early Market Engagement with the industry and ascertain interests / options available.

The scope of service, estimated date of publication of contract notice / Invitation to Tender (ITT), renewal information or potential contract value should not be taken as a final "version" and are subject to change.

The ESMCP Requirements Management System, can be hosted securely in the UK (data must not be exchange or transmitted outside of the UK), and be able to do the following:

Mandatory:

1. Requirements Management: The system should enable the creation, editing, and deletion of requirements, as well as the ability to organize them into groups, categories, and hierarchies.

2. Traceability Management: The system should allow users to trace requirements back to their sources and bi-directional traceability between requirements, as well as to track their implementation and testing status.

3. Reporting and Analytics: The system should provide reporting and analytics capabilities to enable stakeholders / users to monitor progress, track issues, interrogate data relationships and make data-driven decisions. These reports should include the ability to export into Excel as well as create a user specific customisable dashboard.

4. Data Upload: The system should have the ability to create data entities from .csv file uploads such that a CSV file can be used to create data entities, create links between data entities or make amendments and updates to such data entities.

5. Approx. Volume: 1500 User Requirements with a 1 to many relationships to ~30000 Supplier Requirements.
