DE&S maintains a strategic workforce capable of managing the acquisition and through-life support of Defence Materiel on behalf of the MOD Front Line Commands and MOD Main. The workforce is, by design, a carefully blended mix of Military, Civilian and Contingent Labour working together within integrated teams to deliver key Defence outputs.

An extant framework has provided hundreds of Suitably Qualified and Experienced Person (SQEP) resources in the Project Delivery and Integrated Logistics functions within DE&S over the course of the contract.

There is an ongoing need for DE&S and wider MOD Organisations to have continuing access to both contingent labour and specific tasking support, therefore DE&S is considering options for the framework agreement and developing its strategy for the future procurement.

As we move into the next phase it is the perfect time for the Authority to discuss with industry its preliminary requirements, with a view to gaining a better understanding of new technologies on offer, and on how the government’s SME agenda can be facilitated, to inform our future procurement strategy.

An Industry Day is being planned for 29 November 2022 at which DE&S will develop themes from an earlier Market Day in February 2022 and subsequent RFIs In addition, the Authority seeks to enhance:

• general understanding of the potential supply base in the market;

• associated lessons learnt, risks, issues, opportunities and benefits;

• opportunities to enhance effectiveness and/or efficiency based on their experience in the UK Defence or allied nation's supply chain;

• latest industry products, services and capabilities that could meet the requirement;

• gather and/or validate market intelligence.

The supplier forum will be held at Ashton Gate Conference Centre, Ashton Road, Bristol BS3 2EJ,

The agenda will include presentations from the Director Programmes and Change, and Head of the I-Log Function at DE&S, together with input regarding the Authority’s SME Action Plan. There will be an opportunity to network at the venue.

Depending upon the level of interest it is hoped that there will be an opportunity for direct discussion with Authority personnel, with individual tables set out at the venue in an open and transparent way. Given the anticipated level of interest it is likely that the extent of this will depend upon numbers of attendees, and to ensure fairness any questions asked will, unless stated in advance to be commercially sensitive to the company in question, be provided with answers to be shared with all delegates subsequently.

To assist with planning, and in order that the practicality of the open discussions can be gauged please register your interest in attending the Industry Day to the group mailbox DESCEO-DP-PDP-S@mod.gov.uk by 15/11/22. Delegates may be restricted to one per company. The session will run from approximately 0900-1200 and mid-morning refreshments will be provided.
