NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of Staffordshire and Stoke on-Trent Integrated Care Board (ICB) (The Commissioner) would like to notify the market of an opportunity to provide alternative primary medical services (APMS) at Meir Park and Weston Coyney Medical Practice in Stoke on Trent and Essington Medical Practice, Wolverhampton and invite all interested providers to participate in an early market assessment questionnaire.

The service commencement date for both services is 1st August 2024.

Please note the deadline for expressions of interest is 12:00PM on 10th November 2023.

The procurement will be advertised in accordance with the requirements of the Public Contracts Regulations 2015 (as amended) (the “Regulations”) to the extent that the Regulations relate to services within the scope of Schedule 3 thereto(Social and Other Specific Services). The Commissioner and AGCSU are, therefore, bound only by those parts of the Regulations applying to Schedule 3 services.

Essington Medical Practice has an actual patient list size of 2, 779 (weighted 2,846) as of July 2023 and is located at Hobnock Road, Essington, Wolverhampton, WV11 2RF.

The Essington Medical Centre site is owned by the Essington Parish Council.

The service is open from 8am to 6.30pm, five days a week apart excluding Bank Holidays and is operated on an appointment basis.

The contract will be an Alternative Primary Medical Services (APMS) Contract paid at equivalent GMS rates for a duration of 5 years with the option to extend for up to a further 4 years with an estimated contract value (including the 4-year extension) of £3,197,666.61.

Meir Park & Weston Coyney Medical Practice has an actual patient list size of 6607 (weighted 7129) as of July 2023 and is located at Lysander Road, Stoke-on-Trent, ST3 7TW with a branch site at Meir Primary Care Centre, Weston Road, Stoke-on-Trent, ST3 6AB.

The Meir Park & Weston Coyney main site is owned by the current Practice Manager and the Meir Park & Weston Coyney branch site is managed by CHP Property Services.

The service is open from 8am to 6.30pm, five days a week apart from Bank Holidays and is operated on an appointment basis.

The contract will be an Alternative Primary Medical Services (APMS) Contract paid at equivalent GMS rates for a duration of 5 years with the option to extend for up to a further 4 years with an estimated contract value (including the 4-year extension) of £8,268,152.46.

This is purely an early engagement exercise; any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.

This is a market testing exercise and does not commit the Commissioners to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.
