WLHSCP are seeking to appoint a provider for the Short Breaks (Respite) at Home and in the Community Flexible Framework contract to support and sustain the caring relationship and in doing so meet the needs, expectations and outcomes sought for both the cared-for person and their carer. This is with a view to enabling the carer to have a break whilst at the same time enabling the person requiring care to remain at home avoiding or delaying the need for possible admission to an alternative care environment or the need for increased levels of intervention wherever possible.

West Lothian Council will make use of the provisions of the Light Touch Regime and intend to operate a Flexible Framework Agreement for Short Breaks (Respite) at home and in a Community Setting. The Framework is for 2 years with the possibility of extending for a period of up to a further 24 months. WLC will open the Flexible Framework annually at their discretion to allow new providers to join the Framework.

two.2.4) Description of the procurement

West Lothian Health and Social Care Partnership (WLHSCP) wish to appoint providers to The Short Breaks - Respite at Home and in the Community Framework. The purpose of this Framework is to support and sustain the caring relationship and in doing so meet the needs, expectations and outcomes sought for both the cared-for person and their carer. This is with a view to enabling the carer to have a break whilst at the same time enabling the person requiring care to remain at home avoiding or delaying the need for possible admission to an alternative care environment or the need for increased levels of intervention wherever possible.

West Lothian Council will make use of the provisions of the Light Touch Regime and intend to operate a Flexible Framework Agreement for 2 years with the possibility of extending for a period of up to a further 24 months.

WLC reserves the right to open the Framework annually, at their discretion and to add more suppliers as appropriate.

The framework will be for new business only and current business will remain with the incumbent providers. If an incumbent provider is successful their existing packages of care will be transferred to the terms and conditions of the new Framework Agreement.

If any existing provider is not appointed to the new framework the packages of care may continue as ‘spot purchases’ through a separate contractual arrangement until they end naturally to ensure service continuity for the service user.

The Framework will NOT be split into Lots and each successful bidder will be given equal opportunity to pick packages of care.

This Framework is above the LTR threshold and will be advertised as an Open tender with the flexibility of LTR used to have a Flexible Framework, which may be opened annually at WLC discretion.

The provider of the service is required to be registered with the Care Inspectorate and to be fully compliant with the Health and Social Care Standards.
