two.1.4) Short description

To support succession planning to the highest ranks of the RAF, it is necessary to identify a programme of progressive strategic leadership development designed to unlock the potential of nominated individuals within the RAF who are fulfilling, or have been selected to fill, strategic leadership positions. This provision, through an organisation, or academic institute, must provide an end-to-end programme of focused leadership education interventions, for up to 4 personnel a year, supported by a 'Critical Friend' or coach over a period of up to 3 years, to a select cohort of officers from OF5 upwards.

The interventions should provide a wide and appropriate interaction with comparable grades from across public, private, and third-party sectors. The organisation or academic institute must be able to deliver the programmes within a 2-hour train journey of Central London for convenience of travel and to allow access and exposure to the correct cohort. Whilst an element of the programme may be delivered virtually, the requirement for majority in-person interventions is paramount. The RAF, through the Tedder Academy of Leadership (TAL), must be able to exercise full financial control and candidate selection for all RAF personnel selected for the Programmes, to allow a flexible and timely response to changing appointments and promotions. To provide continuity of Supplier, an initial contract should be let for 5 years with an option to extend by an additional 2 one-year extensions.
