two.2.4) Description of the procurement

London South East Collages (LSEC): PIN/Pre-Market Engagement for Debt recovery Services. This PIN/ Pre-market agreement is to Invite the interested bidders for the provision of Managed Collection Services. The debt collection agencies (DCAs) who are FCA authorised and regulated. The DCA will offer desk-based collection services, contacting the debtors directly to arrange repayment of outstanding debts. Service specific requirements: A mix of buck standard debt recovery service and solicitor firms offering a debt recovery service. The provider of debt collection service will develop strategies tailored to the unique circumstances of each customer. Subsequently, The Debt Collection Agency (DCA) will continuously monitoring performance and adjusting placements as necessary to optimize recovery rates. The DCA will interact directly with customers, in line with the Contracting authority’s instructions ensuring that debts are collected in a sustainable and equitable manner, with particular attention to the identification and ethical treatment of vulnerable consumers. The contracting authority will require the Debt Collection Agency (DCA) to submitting recommendations during the ongoing collection strategies”. “The contracting authority would retain the ultimate decision during the collection process.” A pre-tender bidders engagement meeting will be held via MS Teams to provide contractors with an overview of the requirements outlined by London South East Colleges (LSEC), as well as the necessary tendering process. The specific time for the engagement meeting will be determined upon confirmation of bidders' registrations of interest submitted to the dedicated inbox at lsectenders@lsec.ac.uk. Interested parties are encouraged to respond to this Prior Information Notice (PIN). Only those bidders who attend the engagement meeting will be eligible to submit a tender for this service, as the meeting is essential for understanding the scope of work involved. The Contracting Authority is issuing this Prior Information Notice (PIN) as a Request for Information (RFI) with the intent to engage with the market and to gather data that will enhance the understanding of the market's capacity and willingness to deliver the proposed services, as well as to inform the market of this opportunity. It is important to clarify that this PIN/RFI does not constitute a call for competition; therefore, interested parties must express their interest in any forthcoming tender opportunities once the contract notice is published on Find a Tender Services and Contracts Finder. Furthermore, this PIN/RFI invites individuals and organizations to express their interest solely in this RFI exercise. London South East Colleges (LSEC) also intends to reduce the time frame for the receipt of tenders in accordance with Regulation 27 of PCR15.
