The Scottish courts and tribunal services (SCTS) is seeking information regarding the design and development of an end-to-end digital jury case management system to capture the personal details and availability of potential jurors, issue jury citations, deal with excusal requests, issue automated notifications and reminders and provide the required lists of assize to ensure the availability of jurors for both the Sheriff and High Courts throughout Scotland.

two.2.4) Description of the procurement

The Scottish Courts and Tribunals service (SCTS) is seeking information from potential suppliers regarding the development of a digital end-to-end jury process from initial registration up to but not including the payment of expenses.

The jury system is supported in-house however, it has become out dated, with only small upgrades such as the additional of a QR code to the citation letter being added to provide website access to allow registration of personal details.

The high level requirements are:-

Issue of revisal notices containing QR code to allow digital collection of personal details and availability of potential jurors.

Enable a preferred option for communication to be chosen by potential jurors on registration and provide an automated excusal request option.

Provide automatic notifications on completion of registration and automatic reminder prior to citation date.

Allow citations to be produced and transmitted by e-mail.

Allow batches of jurors to be identified and managed and produce the required reports and lists.

Ensure 24/7 automated service provision for identified excusal requests to increase access to users out of hours.

Provision for scanners at courts to record attendance daily, linked to the current jury expenses system.

Develop a group text/e-mail service to replace pre ballot telephone calls.

Identify the required strategic case management platform for the Digital Jury System.

Identify the resources required to develop, configure and maintain the platform.
