Scope

Description

The objective of the research is to address evidence gaps in our understanding of the effects of the discount regime, and bolster our ability to contrast the economic impact that any different approach could have on businesses and the wider economy. Once completed, the findings of the research will feed into future policy development and an economic Impact Assessment. Different policy options will be evaluated within the IA. Regardless of the options ultimately evaluated in the IA, the impacts of full cost recovery - the counterfactual - will need to be understood in line with HM Treasury Green Book guidance in order to appraise options against it
