The Borough Council of Bolton (“the Authority”) is prepared to receive tenders for Special Education Need (SEN) Outreach Service (the “Service”), which will be subject to the information, specification and tender package enclosed.

The Service must specialise in the main areas of special need as outlined in the SEND Code of Practice. The key areas of need for this Service include:

• Cognition and Learning Needs

This includes children who have difficulty with learning, thinking and understanding or who have developmental delay. They may have features of moderate, severe or profound learning difficulties or specific learning difficulties (for example dyslexia, dyscalculia and dyspraxia).

• Communication and Interaction Needs

This includes children with speech and language difficulties and disorders and autistic spectrum disorders.

• Physical Needs

This includes children with a range of physical disabilities which impede their learning in school and their ability to take part in the curriculum.

Provider Briefing

There will be a Provider Briefing Session that Tenderers can attend during the advertisement of this ITT. The Provider Briefing Session will be held on Wednesday 15 December 2021, 10am for approximately 60 minutes, via MS Teams; to attend the Provider Briefing Session, please send a message via The Chest, after which the details, including the MS Teams invite, will be forwarded to you. The cut-off date to request attendance to the Provider Briefing Session is Tuesday 14 December 2021, close of play. The Authority will publish a list of FAQ's and responses on The Chest following the Provider Briefing Session.

The Authority reserves the right not to award any Contract as a result of the procurement process initiated by this notice and will not be liable for any costs incurred by candidates. Interested parties must log on The Chest by way of expression of interest. The Authority is using the e-business portal known as The Chest. Applicants will need to register their details at the following link: https://www.the-chest.org.uk.Once registered, Applicants will be emailed a username and password which will allow applicants to gain access to the ITT. Applicants will need to electronically submit the completed questionnaire and accompanying documentation via the on-line portal by 16:00 hrs on Thursday 20 January 2022. The Contract period will be for 4 years with the option to extend for 1 year.

This is a contract notice. The standstill period of ten calendar days will be observed by the Authority and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Aggrieved parties who have been harmed or are at risk of harm by any breach of the Councils obligations may take action in the High Court (England, Wales and Northern Ireland).
