As part of the planned renewal programme, London Overground (LO) is replacing its existing obsolete Signalling Control and display system (SCDS) and its associated automated route-setting facility (ARF) and signalling simulator.
There are three key drivers for the upgrade:
1) Several of the key components of the SCDS and ARF hardware are obsolete and maintenance support for the system by the system OEM is predicted to cease within two years.
2) The Train Describer system platform that supports the ARF is running close to capacity and may not reliably support a significant increase in train services as per the Mayor's Transport Plan.
3) The current automatic route facility system is prone to errors and requires significant manual effort to upload even minor timetable changes drawing regularly on operational resource to address.

The Contractor will be responsible for the delivery of the following activities which have been organised into two separate contracts.
Contract 1 - The design, manufacture, install, commissioning of a SCDS, ARS and Signalling simulator and dispose of the existing obsolete signalling equipment.
Contract 2 - Provide long term 3rd Line support and maintenance for the SCDS, ARS and Signalling Simulator for the anticipated 20 year life of the system. The Contract expected start date will be August 2026 to August 2046 following the successful completion of Contract 1.
