Scope

Description

Dover Harbour Board intends to establish the Multi Disciplinary Design Framework, comprised of a pool of multi-disciplinary consultants to assist capital programmes, based around the following disciplines:

• Berths & Marine

• Building Fabric & Services

• Civils, Structures & Highways

• Utilities

Requirements will range from design support for contractor-designed capital projects, to full programmes of design.

Framework operation description

The Conditions of Contract will be the NEC4 Framework Contract with Work Orders awarded under the NEC4 Professional Services Contract or the NEC4 Professional Services Short Contract. It is also our intention to develop a series of KPIs with the successful Framework Partners, which may be used as a basis for the direct award of Work Orders. This mechanism is to be agreed between all parties within the first six months of the framework. It is also our intention to retain the ability to conduct direct award of Work Orders where the aggregate sum of the value of one partner's Works Orders exceeds £400,000.

The tender process will begin with a Participation Stage. In order to pass through the Participation Stage and be considered for future stages of this procurement, the Applicant must, by the time of submitting the Participation Stages Forms, have demonstrated that it meets the conditions of participation as set out in Appendix C of the documents. Following notification of the outcome of the Participation Stage evaluation, it is the Client's intention to release the next tranche of tender documentation which will include the assessment of technical and commercial submissions. This will be given a 70/30 weighting respectively. The Client will hold mid-tender interviews with each Applicant prior to the tender return date. Upon evaluation of these submissions, the Client intends to create a shortlist of 5 (five) applicants, with which it will enter a period of negotiation. Part of this Negotiation Stage will involve Behavioural Workshops, to be held with each individual Applicant, all of which will be scored. These will be in-person at the Client's premises between the Client's Framework Delivery Team and the Applicant's proposed management team, should they be successful. Upon completion of this stage, the remaining Applicants will submit their final tenders in the form of revised commercial submissions, where applicable. The last stage of the Client's evaluation will score the commercial submission and the Behavioural Workshops on a 60/40 weighting. Positions on the framework will be awarded to 2 (two) successful Applicants who provide the most advantageous tenders, in accordance with the applied scoring criteria.
