Description

Supporting victims, survivors, witnesses, and those harmed by crime is at the heart of this Police and Crime Plan, helping people to get justice. The Mayor will continue to commission the most appropriate services that victims and witnesses need, building on the excellent work already being undertaken around priorities. The West Yorkshire Independent Sexual Violence Adviser (ISVA) Service and Independent Stalking Advocacy Caseworker (ISAC) service embracing the concept of: Work with people who have experienced rape and sexual assault and stalking and provide a confidential service offering impartial and independent advice. ISVA and ISAC support varies based on the individual needs of the victim/survivor. The support is primarily through the criminal justice process, offering emotional and practical support and acts as the main point of contact for a victim/survivor and can liaise with the police on their behalf if needed. Description of risks to contract performance

Potential legislative or policy changes: It is not possible to address the potential impact of legislative or policy changes upfront in the contract because the nature, timing, and scope of such changes are inherently uncertain and outside the control of both the contracting authority and the supplier. Future legislation or policy shifts may introduce new requirements or alter existing frameworks in ways that cannot be predicted at the time of contract drafting. Attempting to pre-emptively incorporate such unknowns into the contract would risk creating vague or unworkable provisions. West Yorkshire funding allocation from 1 April 2026 is not yet confirmed by the Ministry of Justice: It is not possible to fully address the potential impact of such risks upfront in the contract because the funding allocation is determined externally by the Ministry of Justice and is outside the control of both the contracting authority and the supplier. Without confirmed details regarding future funding levels, it is not feasible to define specific contractual commitments or resource allocations beyond the current funding period. Including provisions based on unconfirmed assumptions could result in unrealistic obligations or financial exposure for either party.
