two.1.4) Short description
Cambridgeshire County Council (The Authority) wishes to appoint a framework of 6 contractors to provide Asbestos Surveying including in-house air monitoring, analytical services and Consultancy Services across a variety of properties.
To comply with this requirement the Authority is looking to set-up a framework agreement with 6 retained consultancies to:
Carry out re-inspections, Management and Refurbishment and Demolition surveys.
Carryout asbestos sampling when required.
Provide an air monitoring and consultancy services.
Provide asbestos project management when required.
Asbestos Surveys
To cover properties within framework customers’ requirements and this shall potentially include Corporate Offices, Domestic Properties, Farms, Older People Homes, Care Homes, Children Centres, Schools and other buildings and ad-hoc requirements as required.
This Framework Agreement is open to, and may be used by all local government services in Cambridgeshire, which includes:
Peterborough City Council (PCC)
Any city, district, borough, or other local authority within the county of Cambridgeshire including the Combined Authority; Greater Cambridge partnership etc.
any companies or organisations set up by the Authority and/or PCC.
any school, academy, university, or other educational establishment within the county
partners and other organisations delegating services and or functions to the Authority
Potential Providers are asked to note that for any Cambridgeshire County Council call-off contract the provider could be required to deliver across a variety of properties primarily but not limited to within the geographical boundaries of Cambridgeshire as the lead authority for the framework but also within the boundaries of Northamptonshire, and Bedfordshire, Essex and also to schools in London where Cambridgeshire County Council currently provides these type of services to Schools and Local Authority Clients.
It is difficult to predict the exact value of this contract as the Authority’s requirements are likely to vary over the Framework Agreement term, but it is estimated that the total value will not be less than £100,000 or greater than £500,000 depending on the number of bodies access the Framework Agreement. The estimated spend figure for this framework is based on the potential usage for those expressing an interest but allowing sufficient spend should other eligible parties decide to utilise the framework.
The Authority proposes to enter into a Framework Contract for an initial period of 36 months, with an option to extend for 12 months, making 48 months in total. The anticipated contract commencement date is 1st January 2023
