Blackpool Council is looking to appoint a provider of a dog kennelling establishment to operate as an acceptance point to receive stray dogs from members of the public/Dog Warden, that have been picked up within the boundaries of Blackpool Council. The service will include call handling requirements during opening hours, kennelling and the re-homing of stray dogs.

two.2.4) Description of the procurement

Blackpool Council is looking to appoint a provider of a dog kennelling establishment to operate as an acceptance point to receive stray dogs from members of the public/Dog Warden, that have been picked up within the boundaries of Blackpool Council. The service will include call handling requirements during opening hours, kennelling and the re-homing of stray dogs.

It will be necessary for 7 kennels to be set aside permanently for use by Blackpool Council. This may be increased or decreased throughout the contract lifetime subject to review and capacity demant.

For operational reasons, the kennels are required to be located within 10 driven miles of the Blackpool boundary.

Extra kennels may be required at different times of the year, especially in July, August and around November and December. A guideline of 50 extra kennel spaces a year is given as an estimate but this number is subject to change and may increase or decrease accordingly.

It is anticipated that the contract term will be from 18 December 2023 to 17 December 2028, with the option to extend incrementally for a period of 2 years on a 1 year + 1 year basis (subject to contract review and budget availability).

The Council reserves the right to arrange a site visit to view the kennels as part of the evaluation process. The purpose of this will be to verify the information contained in the tender, and to observe the conditions, facilities, environment and processes in place at the kennel establishment. Please note the Council will not award the contract to any service provider where the site visit is not satisfactory. It is anticipated that site visits will take place during w/c 27 November 2023.
