This contract is for the provision of inpatient beds to support patients with mental health issues in crisis to avoid admission to an acute setting and to support patients before they transfer to community care support.

This contract term is from the 1st of April 2022 to the 31st of March 2024, with a total value of £2,349,136 GBP over the term.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).

  • The services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons

Explanation:

The award decision has been determined as Step One Charity as the only provider identified that is capable of supplying the services required for the commissioner within the imposed timeframe.

Agreement has been reached with Step One Charity and this negotiated procedure without prior publication has been followed and justified under regulation 32(2)(b)(ii) 'competition is absent for technical reasons' has been applied where no reasonable alternative or substitute exists.
