NHS Derby and Derbyshire Integrated Care Board (DDICB) is inviting suitably qualified and experienced providers to express interest in delivering a Crisis Cafes - Out of Hours Support for People with Immediate Mental Health Needs service, by responding to this opportunity as required and described in the published tender documentation. NHS Arden and Greater East Midlands CSU (AGCSU) is acting as an agent for and on behalf of the Commissioner and is supporting the procurement process.
Joined Up Care Derbyshire (JUCD) wish to increase the Crisis Alternatives offer by the provision of 'Crisis Cafes'. Crisis Cafes can be described as support facilities for people who self-define as needing immediate out of hours mental health support. This service should be seen to complement existing provision - notably the Derby Safe Haven - as well as future provision including a planned Safe Haven development in Chesterfield. We expect the provider (s) of the Crisis Cafes to work very closely with any other provider/ providers of Crisis Cafes or other Crisis Alternatives provision locally to ensure a collaborative approach and to support the sharing of learning.
The process is a one stage open process. Please be aware this opportunity is subject to confirmation of funding.
The service contract will commence on 1st June 2023 and is for 2 years with the option to extend for a further 10 months. It is recognised that the service and the system will need to learn and adapt to the dynamic needs of the population throughout the duration of the service, and collaborative working between provider (s) and commissioners will be critical to success.
Please note there is a financial threshold associated with this procurement. Any bids received exceeding £58,500 per annum per lot will be excluded from evaluation and disqualified from the process. No bids over £58,500 per annum per lot will be accepted. The maximum total budget is therefore £175,500 per annum over the three lots outlined.
The procurement is split into 3 lots based on geographical areas. Bidders may bid for one or more lot; there is no restriction on the number of lots a provider can bid for or be successful for.
An additional and one-off payment of £50,000 non-recurrent funding will be available per lot to the preferred provider (s) of each of the three lots to support mobilisation and service delivery, within 2022/2023 subject to a successful contract award. This equates to a maximum non-recurrent sum of £150,000 across three lots being available in 2022/2023. Providers will need to outline their anticipated service costs within these parameters as part of their response.
