two.1.4) Short description

This is a Framework Agreement for the Provision of Patient Transport Services (Especially Renal Patients and other categories of Patients).

The Authority’s requirements are for patients without access to alternative transport options, such as relatives/friends or the voluntary sector. This will include those patients whose own transport arrangements are temporarily unavailable. The Renal Service within NHS Grampian is based in units at the following sites: Aberdeen, Stonehaven, Inverurie, Peterhead, Elgin, and Banff. The total number of lots is 8 (1 for each of the 6 dialysis units, 1 for journeys to satellite Renal Units out with a patient’s local area or to ARI, and 1 for journeys to and from RI of Glasgow or Edinburgh). From the tenders received, the Authority intends to appoint a minimum of one provider each for lots 2-6 and a maximum of two providers to lots 1, 7, and 8. The service is required 24 hours a day, 7 days a week, and 365 days a year.

This Lot covers the transportation of Patients to hospitals in Edinburgh or Glasgow. Providers may be required to pick up patients from across Grampian and to hospitals in Edinburgh or Glasgow or to any other hospitals outside the Grampian region. For these journeys, the potential providers will be expected to be available at very short notice and journeys could take place anytime including overnight, weekends, and public holidays.

A minimum of two providers will be appointed to this lot.

The Authority shall notify all bidders of its decision to award the framework via PCS-Tender as soon as possible after a decision has been made. The Authority shall observe a 10 days standstill period before the contract is awarded. Unsuccessful bidders shall be debriefed accordingly.

The Authority will be using PCS eTendering System for this procurement exercise and reserves the right to use a reverse auction.
