Justification for not publishing a preliminary market engagement notice
PME was carried out under the previous tender T2540 in 2024/25 (Notice: 2024/S 000-029268)
It was decided that another round of PME was not required for the re-tender as the market has not changed and there hasn't been a significant amount of time since the previous tender was published (Feb/March 2025).
