Hertfordshire County Council (the ‘Council’) is carrying out Pre-Procurement Market Engagement (‘PPME’) in relation to a Registered Provider/Developer Selection for Supported Living Accommodation.The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. The Council is exploring opportunities to work with a developing housing association partner to deliver a new housing scheme on a small in-fill site which is owned by the Council in the district of Dacorum. two.2.4) Description of the procurement
Hertfordshire County Council (the ‘Council’) is carrying out Pre-Procurement Market Engagement (‘PPME’) in relation to a Registered Provider/Developer Selection for Supported Living Accommodation.The Council is exploring opportunities to work with a developing housing association partner to deliver a new housing scheme on a small in-fill site which is owned by the Council in the district of Dacorum. The Council is considering partnering with a developing housing association to deliver the scheme, procured through a design competition, supported by a detailed design brief produced by the Council. The scheme is in response to meeting the needs of individuals with complex needs and challenging behaviour who are currently residing outside Hertfordshire in in-patient settings. The scheme falls within the NHS Transforming Care programme, and NHSE&I are supportive of the scheme, including providing possible capital funding. The Care and Support will be procured through the Supported Living Framework.The housing association will be responsible for all housing management and landlord/facilities functions and will be required to work proactively with the care provider.Further details are in the PPME Document.
