This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by midnight on 30th September 2024. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.Any written representations to the Council must be submitted via Suffolk Sourcing by the end of the Standstill Period. The award has been approved by the Head of Children & Families, Public Health & Communities, Suffolk County Council following a robust evaluation process undertaken by a diverse tender evaluation panel. In line with Suffolk County Council's Code of Conduct, employees must declare in writing any personal or financial interests, which could reasonably be considered to conflict with the Council's interests. In addition, we also have a Confidentiality and Conflict of Interest Declaration Form, which is specific to individual procurements. The evaluation panel was asked to complete and return these before they were given access to any tender responses. No conflicts or potential conflicts of interest were identified. The key award criteria were weighted as follows: - Quality and Innovation 20%- Value 10%- Integration, collaboration and service sustainability 35%- Improving access, reducing health inequalities and facilitating choice 25%- Social Value 10% Key criteria 1 was allocated a 20% weighting due to a focus on ensuring that the provider would: - have sufficient governance and quality assurance processes in place to consistently deliver high quality services, and - seek out and implement new and significant improvements in the oral health promotion service.Key criteria 2 was allocated a 10% weighting to reflect our interest in the provider's approach to cost efficiency, financial management and financial sustainability, as opposed to their bottom line bid price. Key criteria 3 and 4 were allocated the highest weightings (35% and 25% respectively) due to a strong emphasis on the need for assurance that the services would: - be provided in an integrated and collaborative way, with a clear focus on improving health outcomes, and - improve accessibility to services and treatments, whilst addressing health inequalities in the local area. Key criteria 5 was allocated a 10% weighting in line with SCC's 'Social Value Ask'. This was still considered adequate for providers to demonstrate their credentials in this area, with a weighting influential enough to impact their status in the procurement process. The successful provider achieved the highest overall score for the key award criteria.
