Description

Newcastle City Council wishes to establish a Framework Agreement for the provision of Ofqual regulated providers of qualifications for colleagues whose roles are considered to be in scope, as per the Social Housing (Regulation) Act 2023 and the new Competency and Conduct Standard.

The qualifications required are:

• Level 5 Diploma in Housing

• Level 4 Certificate in Housing

• Level 4 Managing Housing Maintenance

Framework operation description

Newcastle City Council wishes to establish a single lot Framework Agreement for the supply of Ofqual regulated providers of qualifications for colleagues whose roles are considered to be in scope, as per the Social Housing (Regulation) Act 2023 and the new Competency and Conduct Standard. It is anticipated that a maximum of three suppliers will be appointed to the framework on a ranked basis.

The Contracting Authority will evaluate Tenders as to the proposed method for delivery of the Contract including:

Tenderers must fill in the Pricing Schedule set out in Appendix K to provide all the obligations under the Contract, all items must be priced.

All prices shall be submitted as Gross Price and shall be stated in pounds sterling and exclusive of VAT.

Tenderers must also fill in the Supplier Incentive Programme Schedule set out in Appendix F. The level of discount offered by Tenderers in Appendix F will be deducted from the gross price stated by Tenderers in Appendix K and the net price will be evaluated. There is no obligation for Tenderers to offer an Early Payment Discount in their tender, but all Tenderers must complete and submit the Supplier Incentive Programme Schedule set out in Appendix F.

Price scores will be calculated by adding all associated costs together less any proposed discount to give a total NET cost. The provider that scores the lowest overall NET score will be awarded 100%. Other bids will be compared against the lowest bid and scored on a pro-rota basis using the following formula:

Lowest NET bid price ÷ Other NET bid price x 100 % (Total maximum marks available).

Tenderers must also show all other costs that will be associated with the Contract for example rates or expenses. The Council will not consider claims for extra payment for items that have not been specified.
