Suppliers of supported living services - and providers/investors/developers of accommodation associated with such services - targeted at adults with mental health problems, and/or complex needs associated with autistic spectrum disorders, other neurodiverse conditions, trauma and /or other eligible care needs, are invited to participate in an online market engagement consultation event on Wednesday 8th November 2023 (09.30-12.00 noon). The market engagement relates to Southampton City Council's intention, via a procurement vehicle currently under development, to lead a joint procurement during the next 12 months with Hampshire and the Isle of Wight ICB, for a range of service provisions to enable delivery of its Inclusive Lives commissioning programme. Within the cohort of individuals accessing such services will be some individuals in receipt of continuing health care and complex care services through the ICB. The intended procurement will be conducted under the "Light Touch Regime" in accordance with the Public Contracts Regulations 74-76.

The procurement will seek to source a broad range of service suppliers to support the Council and the local NHS Integrated Care Board in generating opportunities for individuals to experience inclusive lives through:

• Maximising independence through flexible Supported Living models including consideration of linked outreach approaches

• Developing services so that people with lived experience and their carers feel well supported and their voices are heard

• Creating and promoting employment pathways for people with varying levels of need

• Supporting carers by developing highly flexible, strengths based, person centred approaches to services which can support the individual in achieving their aspirations and enable carers to continue their caring role.

• Ensuring that people who are at risk of admission to specialist hospitals are well supported and those that are receiving care in hospital are supported to discharge in a timely manner.

This prior information notice is not the start of a procurement process and interested provider organisations should note it is neither the intention nor purpose of the engagement events or consultation questionnaire to confer any advantage to participants regarding any future procurement process.

two.2.14) Additional information

The date of the online consultation workshop event will be Wednesday 8th November 2023 (09.30-12.00 noon). The workshop will explore the scope of need and potential direction of travel for the commissioning of local supported living services ,and is primarily aimed at existing and potential suppliers of these services - and suppliers of associated accommodation - to Southampton residents. It will focus on specific areas of consultation that Southampton City Council and ICB wish to undertake with the supported living provider market to inform the future commissioning approach.
