The council aims to encourage the reduction of car ownership, therefore the EV strategy will need to align closely with measures set out by transport policy to achieve this aim.
If EV infrastructure roll out is left to the market alone, it is likely to result in an inequitable transi-tion in EV ownership and long-term contracts which tie up prime locations shutting out future council plans for EV charging provision. A more equitable provision will carry a cost. The council will need to determine an ‘optimal’ intervention in the market to maximise equitability, whilst still controlling cost and risk.
The EV strategy will inform policy and delivery mechanisms to meet national and regional EV and EV infrastructure targets as EV ownership moves into business as usual, and build on the exten-sive project work Oxford have undertaken in the sector. It will dovetail into the Oxford City Coun-cil Strategy 20-24 along with other key council strategies and policies.
Oxfordshire has faster growth in EV sales than the national average, with the University of Oxford research predicting EV sales as likely to reach approximately 90% of new vehicle sales by 2025 and 100% before 2030 (note: these figures have yet to be updated to factor in the new end of ICE sales in 2030). The Zero Carbon Oxford Partnership (ZCOP) data indicates that we will need to see 16000 Oxford fossil fuel cars transitioned to EV by 2026 to meet Oxford’s zero emission targets, half of which could rely on public charging.
The availability of suitable charging infrastructure is essential to support the migration to EV use. Public EV charging infrastructure in Oxford cannot be allowed to fall behind and limit the forecast speed of change. The public EV charging market is changing and entering a growth phase after completing the seeding and consolidation stages, and the council needs to determine its role to facilitate this local growth.
Everyone has the right to move anywhere, anytime. Thousands of citizens and drivers will soon depend on electric car infrastructure to exercise that right. The council has been receiving regular requests for the installation of local EV chargers from householders and businesses, directly and via elected members. The council needs to determine its response to those requests.
The new Oxford Local Plan has set targets for EV infrastructure installation as part of new devel-opments. Further work is needed to ensure that the policy and guidance in relation to this area is comprehensive and covers maintenance and replacement of such infrastructure.
