Description

Lisburn and Castlereagh City Council currently wish to procure the Hire of Plant and Machinery as per the attached documents, via a framework agreement. Your submission must be submitted via etendersNI, via this CFT. No other method of submissions will be accepted.

Description of possible extension:

The Contract is a 1-year Fixed Price Contract (except in respect of Value Added Tax) with the option for the Council to extend for 2 periods of 12 months each, subject to an agreed adjustment of the Contract rates in accordance with the terms of the Contract and a satisfactory performance. Tenderers should note that when pricing this tender they must take into consideration Living Wage.

Options

Framework operation description

Award

Each item will be evaluated on an individual basis:

The evaluation of each item will result in the top 3 ranked tenderers being placed on a list which the Council will utilise for orders in line with this specification. For each order the successful Tenderer will initially be selected on lowest cost basis. If in the event that this is not available within a specified timescale the Council shall then approach the next lowest priced tenderer, etc. There is no guaranteed level of service.

Each contract will be awarded on a scheme by scheme basis.

Where a single operation is required, the tender will be awarded to the tenderer with the lowest priced item.

Where combinations of items are required, the order will be placed with the tenderer with the lowest aggregated price within the required items.

The Council reserves the right at any time to have any work, of any type carried out by its own staff and to procure services (for e.g. for construction work etc.) under separate quotation.

Award criteria

Those tenders passing stage 1 are to have their submission assessed as follows:

1. Lowest price quoted for each item shall be ranked 1st.

2. The remaining quotes will be ranked 2nd and 3rd based on the price quoted including overheads. Quotes ranked 4th and above will be considered unsuccessful.

3. Where a zero cost or "no cost" offer is made it will be presumed that the Tenderer has not intended to price this item.
