Proposed improvements as part of Transpennine Route Upgrade (TRU) will deliver an opportunity for signal infrastructure upgrades by the end of 2029 between Manchester and York via Huddersfield and Leeds introducing ETCS (European Train Control System) operation over sections of the newly improved infrastructure allowing more trains and faster journey times between Leeds and Manchester. To support acquisition of Level 2 knowledge for its Driver workforce via simulation, TPE will require 8 desktop devices to be procured, allowing simplified mobilisation of training at its affected TRU depots.

These devices will require a high degree of portability to allow training to be taken to a number of out-based locations/depots within TPEs network. This is key to ensuring prompt and consistent training delivery, to achieve agreed final ETCS migration milestones for Network Rail infrastructure .

two.2.4) Description of the procurement

TPE requires x8 Desktop simulator devices to support its competence and assessment requirements for the introduction of Level 2 ETCS on TRU. Based upon current key milestones, it's assumed these devices would need to be delivered by mid-2026 to allow internal training and development ahead of utilisation, mid 2027.
