The OSS retrofit advice is funded through UKSPF and will support residents in North of Tyne to understand and access domestic energy improvements (retrofit) to reduce energy bills and domestic carbon emissions.

The in-person energy advice for the wider North East region is funded through the Local Energy Advice Demonstration (LEAD) funding and will provide in-person energy advice focused specifically on ‘hard to treat’ properties, and ‘hard to reach’ residents across the wider North East region

The ambition underlying the retrofit One Stop Shop (OSS) is to help all households in the North of Tyne progress with domestic energy retrofit by offering a trusted end-to-end solution that supports and facilitates sustained action that is accessible to all residents. The primary functions of the OSS are to help residents reduce their energy bills and emissions, while creating understanding of the benefits therefore increasing longer term demand for domestic retrofit upgrades across the region.

two.2.4) Description of the procurement

NTCA encourage consortia bids, and/or an arrangement where a lead applicant sub-contracts to provide in-person energy advice, particularly where organisations can utilise existing trusted relationships with local communities, community-based organisations, and/or local service providers that can increase the effective delivery of this project.

Please note that although a lead applicant is the preferred contractual arrangement, NTCA reserve the right to contract with multiple organisations in order to test a portfolio of approaches to the provision of in-person energy advice across the North East.

In-person energy advice is required to develop awareness of, and confidence in options to retrofit homes to improve their energy efficiency. Residents will be offered opportunities to engage in a number of events that will provide information, advice and positive experiences of retrofit, including open homes, talks, and Q&A panels. Residents will also have the opportunity to access funded retrofit assessments on a case-by-case basis.

Retrofit information and advice should be accessible for all residents, though an overarching principle of this contract is that retrofit advice will be prioritised to address the needs of “hard-to-reach” residents across the North East, focusing on the following priorities:
