Scope

Description

Lot 1 - Taxicard Bookings

Estimated value; £8M/year

Provision of door-to-door Taxi and PHV services for Taxicard members, including advance, ASAP, and essential goods delivery bookings.

Lot 2 - Dial-a-Ride Taxis/PHVs

Estimated value; £100k to £200k /year

Ad hoc Taxi and PHV shift services for Dial-a-Ride members, covering gaps in minibus availability with accessible vehicle options.

Lot 3 - Taxicard Street Hail

Estimated value; Varies between 1 to 10% roughly of the taxicard scheme value.

Allows eligible members to street hail licensed taxis, supporting flexible, on-demand travel under the Taxicard scheme.

Engagement process description

Transport for London (TfL) and London Councils are preparing for a future procurement of Taxi and Private Hire Vehicle (PHV) services, supporting the Taxicard and Dial-a-Ride schemes from 2026 onwards. These services are essential for enabling travel for individuals with mobility or visual impairments and represent a commitment to inclusive, accessible transport across the capital.

We are currently conducting early market engagement to understand the capabilities, capacity, and interest of the market-particularly from SME providers.

Your input will help ensure that market perspectives inform the development and finalisation of both the procurement strategy and the subsequent tender documents.

We will then issue a brief background document and MS form questionnaire link(s). After reviewing the responses, we will provide limited generic feedback to all participants.

All responses received will be reviewed and analysed, and will play a key role in shaping the final Procurement Strategy for this requirement.

To ensure your feedback is considered, please ensure your completed questionnaire(s) is submitted no later than 12:00pm on 12th June 2025.
