We are looking to establish a framework agreement with multiple suppliers to deliver various bicycle maintenance services in several local authority areas in the West of England. Services will include;
• The provision of a ‘Dr Bike’ service - pop-up stations for members of the public to get their bike serviced and safety checked. These are delivered within the community and on site at companies for their employees and provide mobile Dr Bikes that can be serviced at home or workplace
• The delivery of bike maintenance training courses
• The maintenance and servicing of Council-owned loan and pool bikes and ecargo bikes
The above services may be required for both manual and electronic bikes.
The local authorities that plan to use this framework are:
• Bristol City Council
• Bath and North East Somerset Council
• South Gloucestershire Council
• North Somerset Council
Suppliers can bid for one or more ‘Lots’ (type of service/bike) across one or more geographical areas. We anticipate having at least one supplier, and up to a maximum of 3 suppliers, for every Lot/area. Call-off contracts will be established using a ranking system, with the ability to direct award contracts to the highest scoring supplier for each Lot/area.
Where additional bike-related services are required that are not included in the set Lots, mini competitions can be run across all suppliers to establish a call-off contract.

Maintenance and simple repair demonstrations will be provided. Demonstrations will focus on basic skills, such as how to fix a puncture and how to adjust brakes & gears. This Lot is for the servicing and maintenance of Bristol City Council’s Loan Bike Fleet. Bristol City Council provide bicycles for use by individuals that live, work or study in the region, to enable individuals to trial cycling before they purchase their own bike through the Public Loan Bike fleet. All Framework Suppliers for the relevant local authority area must be invited to quote, unless prior consultation establishes that some suppliers are unable to deliver the requirement. This Lot is for any bike-related service/supply within the general scope of this specification, that hasn’t been included in the Pricing Schedule. For example this might include replacement bike purchases; multiple-lot further competitions; out of area travel; cycle skills and training outside of the Dr Bike courses; bike reconditioning; provision of spare parts/cycle safety equipment etc.
A further competition is a process to re-open competition under the framework and is intended to secure formal quotations from some or all of the suppliers, tailored to their specific requirements. It also offers a way to test and demonstrate value for money.
No formal response is required from suppliers bidding for a place on Lot 8. All suppliers who achieve a Rank 1-3 place for any Lot will be included. The buyer will issue their own further competition tender documents describing the requirements and detailing the evaluation criteria and weightings that will be used. Scored quality questions can be asked at this stage if required, as can Social Value questions, which may be specific to the geographical area procuring. The largest portion of marks must remain as Price, in keeping with the overarching Framework Agreement.
