Norfolk County Council were seeking to procure a new Help You Choose careers information website and learning applications system in order to replace and improve our current Help You Choose system.

Help You Choose is Norfolk's careers information, advice and opportunities website and online applications system for young people aged 14-19 years (up to 25 years LDD), their parents, carers and teachers and advisers.

Norfolk County Council have commissioned the Help You Choose web-based system for over 10 years to support young people aged 14-19 to make and implement well informed post 16 learning choices.

Help You Choose is extensively used with young people in Norfolk schools and post 16 institutions; maintains a comprehensive directory of post 16 learning provision within the County and annually supports over 6000 online applications to post 16 courses.

The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings maybe brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
