two.1.4) Short description

The 4 Cs MAT currently has four member academies - one secondary and three primaries all in Cambridgeshire. There are also two schools due to open in September 2022.

The Trust expect the catering services across its schools to be of high quality,delivering a positive dining experience to all customers

The schools that form part of this tender are :

Lot 1- Secondary -Arthur Mellows Village College – 1720 students on roll

Lot 2 -Manor Drive Secondary (new build) - 60 in September 2022 rising to 900 and Manor Drive Secondary(new build)- 120 in September 2022 rising to 420

Lot 3 - Primary - Discovery Primary Academy - 548 pupils on roll

Lot 4 -Primary - Fulbridge Academy -878 pupils on roll

Lot 5 -Primary - Hampton Vale Primary Academy-681 pupils on roll

The financial structure of Lot 1 will be on a guaranteed cost/return model, with Lot 2 on a ‘cost plus model with guarantees for the first year-moving to a guaranteed cost/return model from year 2 and beyond. Lots 3,4 & 5 will be on a price per meal model.

Please note that the successful organisation(s) may be required to gain Admitted Body Status to Cambridgeshire Local Government Pension Scheme.

The Trust is voluntarily following the restricted procedure as set out within the Public Contract Regulations 2015 (PCR), however please note that this is considered a contract under the Light Touch Regime and therefore the Trust are not obliged to follow the full scope of the PCR.

two.2.4) Description of the procurement

Manor Drive Primary Academy and Manor Drive Secondary Academy are due to open in new purpose-built school buildings in September 2022.

Sharing the same site, both schools having their own production kitchen and dining areas.

The primary school is a 2-form entry primary school expecting 60 pupils in September 2022 (and growing by 60 per year thereafter). The secondary school is 3-form entry expecting 120 pupils in September 2022.

For the first year of the contract the caterer will be required to prepare all food in the secondary kitchen, with the primary offer being delivered by trolley to the primary dining hall.

For the first year of the contract Manor Drive finance will be on a ‘cost plus’ basis with certain elements guaranteed (e.g. GP%). From year two, finance will revert to the guaranteed profit and loss model with an annually negotiated budget as per the core contract.
