To onboard a skilled and experienced contractor who can design, manage and deliver a complex, multi-year programme of evaluation. The programme will draw conclusions about five policy outcomes and up to 12 new policies and will be set in a complex context of existing policy and a multitude of actors. It will require five theory-based impact evaluations, up to 12 process evaluations and an economic evaluation, delivered over a 5-6 year timeframe. The requirement calls for a contractor or consortium which has a strong track record in successfully delivering complex, large-scale, multi-year, theory-based evaluations, and that also has knowledge of the following policy areas: packaging and packaging waste; recycling of food and garden waste; resource efficiency, waste prevention and circular economy; production, management and fate of plastics; and waste crime.
