To onboard a skilled and experienced contractor who can design, manage and deliver a complex evaluation which will investigate 4-6 policy focus areas and include requirements for impact, process and economic evaluation, together with a synthesis and overall summary report.
The intention is to appoint, in a single procurement, a skilled and experienced evaluation management agent to design, manage and deliver evaluation in x lots which will require specific subject-based skills:
Lot 1: Collection and packaging reforms (CPR) to cover policies on a) introducing Extended Producer Responsibility for packaging (EPR), b) introducing a Deposit Return Scheme (DRS) for drinks containers, and c) the packaging aspects of consistency
Lot 2: Waste crime to cover policies on a) reforming regulations on carriers, brokers and dealers (CBD) and b) reforming regulations on waste management permitting exemptions
Lot 3: Waste Prevention Programme (WPP) which covers a wide range of activities focusing on avoiding waste being created in the first place, including some pilots.
Lot 4: Plastics to cover prevention, recycling and disposal policies including but not limited to a) bans on single use plastics, b) tackling chewing gum litter, c) tackling cigarette litter, d) tackling marine plastics e) the plastics tax f) carrier bag charging and g) resource efficiency actions, and also incorporating the relevant learning from Lot 1 and 3.
