Stockton on Tees Borough Council is keen to engage with organisations involved in the development and delivery of affordable and supported housing, to provide high-level feedback on the initial sites and approaches being considered by the Council, in advance of any procurement exercise. As such the Council wish to engage the market through structured Preliminary Market Engagement and invite interested parties to complete and return a PME questionnaire via the Proactis e-tendering portal. Following consideration of written responses, the Council may invite a small and proportionate number of respondents to participate in a further one to one discussion with an engagement panel comprising senior officers of the Council. This will allow an opportunity for written responses to be expanded upon where this is considered by the Council to be beneficial.

This Prior Information Notice is to signal an intention to commence market engagement with those in the real estate and or construction sector. The Council is considering a range of future approaches for increasing the provision of affordable housing and is keen to utilise its asset base to achieve it. A high-level delivery options appraisal has been completed which emphasised partnership approaches to securing more aspirational affordable housing in the Borough. The purpose of this PME exercise is to enable potentially interested organisations, having appropriate expertise and relevant experience, to:-
· Outline and generate initial views/ideas around the development delivery routes, the scope, and the potential procurement strategy, (with no commitment to themselves or the Council);
· Engage with the Council to understand its challenges, intentions and desired outcomes;
· Provide informal input to help shape and refine the Council's technical requirements;
· Inform the Council of current market developments and cite examples of best practice across the public sector;
· Explain potential options and solutions available to the Council;
· Enable the Council to better understand how its objectives could be delivered.
Interested parties are directed to the Proactis e-tendering portal to register interest and will be required to sign an NDA prior to further information being issued via the e-tendering portal. Completed PME questionnaires are to be returned via the portal by 12 noon on Monday 23rd September.
