Extension of Fleet Management System "Tranman" contract for a period of 12 months using Regulation 72(1)(b).

The contract is currently used by 15 NHSS Boards with 3500 vehicles live. The system is a key tool in managing the fleet compliance and maintenance requirements with Boards needing to access and manage fleet data daily. If Boards cannot access the data there will be a risk of fleet non-compliance of legal requirements i.e. MOT, road tax, vehicle inspections. Further to this, Boards will not be able to report on fleet data.

four.1) Description

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

To provide for additional works, supplies or services by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor

(i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement; and

(ii) would cause significant inconvenience or substantial duplication of costs for the contracting authority, provided that any increase in price does not exceed 50% of the initial contract value;

Extension of current contract to allow for continuity of service.

This extension is to allow a future procurement to be conducted prior to the contract end date (30/09/2025).
