Extra Care provides a safe and secure self-contained accommodation for vulnerable adults who require varying levels of care and support to enable them to live independently in a home environment. Thirteen have been delivering Extra Care schemes for 14 years. Orchid House is one of the ten Extra Care schemes we have developed and is based in Sowerby, Thirsk, YO7 1JP. The scheme consists of ninety units and is a mix of apartments and bungalows. We are contractually required by North Yorkshire County Council to commission a care provider who will be based on site. We require the new provider to be in place and operational by February 2022.

Background support includes the following activities:• Responding to queries about rent, service charges and background charge.• Assistance and support with housing benefit claims.• Reporting repairs.• Scheme and tours/inspections.• Fire and safety plans and Personal Evacuation Plans and fire simulations.• Responsibility for the security of the building - checks of communal doors and monitoring of access by visitors and contractors.• Respond to emergency calls (through internal assistive technology equipment)• Ad hoc personal care and assistance

The contracting authority will incorporate a minimum 10 calendar day standstill period from the day the information on the award of the contract is communicated to tenderers.If an appeal regarding the award of the contract has not been fully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be started within 30 days beginning with the date when the aggrieved party first knew, or ought to have known, that grounds for starting proceedings had arisen. The Court may extend the time limit for starting proceedings where the Court considers that there is a good reason for doing so but not so as to permit proceedings to be started more than 3 months after that date. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages.
