two.1.4) Short description

To provide a support service for single homeless adults accessing short-term accommodation, move-on accommodation and support for individuals who have left the short-term or move-on accommodation.

The Framework Agreement will run for 2 years with an option to extend for an additional 2 years in annual increments and is expected to commence on 1st April 2023.

The initial Call-Off Contract is expected to commence on 1st April 2023 and continue for two years, ending on 31st March 2025. There is an option to extend for a further two years in 12 month increments at the sole discretion of the Council.

There may be additional Call-Off Contracts issued throughout the duration of the Framework Agreement.

two.2.4) Description of the procurement

Nottinghamshire County Council is commissioning a high-quality support service for single homeless adults (18+years) in temporary accommodation. The expectations for the delivery of a support service to eligible individuals, required across the County of Nottinghamshire is to:

a) prevent repeat homelessness and,

b) enable an outcome focused service which reduces and prevents adverse impacts on the health and wellbeing of people that have experience of homelessness.

In order to meet the expectations identified a Provider will:

• provide a service of support to single adults (18+years) who are homeless or at risk of homelessness within Nottinghamshire County.

• provide a support service to meet the needs of individuals, dynamically responding to changes over time.

• provide the accommodation as a prerequisite to hold the Contract which is for the commissioning of a support service only.

• be required to source a minimum of 200 units of accommodation (identified as hostel and ‘move on’) as a prerequisite to hold a Contract for the delivery of a support service.

• be able to establish and maintain secure accommodation in the form of:

o Short term hostel self – contained accommodation (18 weeks) and,

o Move On accommodation (12 months)

o A minimum of 160 units of accommodation (total) will be self-contained as a pre-requisite

• enable the development of a plan for self-contained units of accommodation over the course of the Contract.

• have an appropriate geographic spread that enables reasonable access to service individuals from across the County including an offer of move on accommodation in each district.

• support a minimum of 300 unique individuals through the service each year.

• establish provision as part of the support service in order to offer an element of follow-on support for every individual exiting the support service and accommodation.
