Justification:
The funding agreement for this project requires the main contract to be placed by end 1Q2024 at the latest (March 2024) and this date is driving the programme. The PQQ response deadline has been adjusted to 15 days in order to remain within the programme timescales upon being advised by EAC about the desire to go via PCS. Failure to hit the pre-determined dates could impact on the available funding through RCGF.
