Oxford Health NHS Foundation Trust is interested in engaging with interested suppliers to support the delivery of online and digital mental health assessments, treatment, and therapies for Oxford Health patients across Oxfordshire, Buckinghamshire & BSW regions.

This project has been initiated to bring together all Oxford Health’s current and future providers of online therapies under a procurement framework, and it is intended that the Trust will utilise the flexibilities of the Procurement Act 2024 to create an Open Framework across a number of lots and with a number of suppliers.

The Trust are keen to engage with interested service providers to support shaping the service provision and understanding the best approach for the achievement of better patient care, value for money and meeting the Trusts wider social value goals.

The Trust will be holding dedicated virtual engagement events on the afternoon of 23 September 2024, and are seeking expressions of interest from interested suppliers in attending these virtual events.

Events will be held on MS Teams, and there will be two specific events: once for adult services, and one for young persons services.

two.2.4) Description of the procurement

This notice is placed as a Prior Information Notice (PIN) to inform the market of Oxford Health NHS FT intention to commission children and young people's digital mental health services, and adults digital therapies services. The Trust would like to understand the level of interest in delivering these services, and engage with suppliers to support the development of the tender packages, including specifications.

The contract model to deliver the provision is to be determined as part of pre-market preparation activities.

The geography covered is the Oxfordshire, Buckinghamshire and BSW regions.

Outline of services / main requirements:

It is anticipated that the following services will be required:

- Adults Eating Disorder CBT treatment –– Aged 18 - 65  

- Young People Eating Disorder CBT treatment – Aged 5 - 18 

- Online CBT Assessment treatment for Adults 18 – 65 (16 session Model)   

- Mental Health Assessment for Young People –- Aged 5-18 

- CBT Treatment for Young People - Aged 5-18 (10 Session Model)

- Goal Based intervention (6 Session Model) for Young People Aged 5-18 

- Autism Assessments for Young People Aged 5-18 

- ADHD Assessments for Young People - Aged 5-18 

- Dual ASD/ADHD Assessment for Young People - Aged 5-18 

- Post Diagnostic intervention for Young People - Aged 5-18 

- Online Counselling for Young People –CAMHS 0 – 18   

Contract duration and start date:

The contract duration will be confirmed ahead of any formal invitation to tender (ITT) being issued, however it is anticipated that the Trust will be creating an Open Framework with a maximum term of 8 years.

In the contract lifetime a range of potential changes are foreseeable, including but not limited to:

- The geographical coverage of the 'targeted' provision maybe adjusted or additional geographical areas added.

- The inclusion criteria to access the provision maybe adjusted.

- The access requirements maybe increased, such that the provision is asked to expand its offer, in relation to specific components, or across the totality of the provision, to enable access to more children, young people and adults.

Indicative Total Contract Value:

The maximum value will be confirmed as part of any formal invitation to tender (ITT). It is likely to be between £28M and £35M for the total value of the framework. Individual call-offs under the framework will vary subject to individual requirements at the point of call-off.

This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit the Trust or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. The Trust will not be liable for costs incurred by any interested party in participating in this exercise.
