The Hitting the Cold Spots (HTCS) Service aims to support Hampshire residents to efficiently and effectively keep their homes at a healthy temperature all year round.

Living in a cold home or warm home can have a significant negative impact on a person's health. Cold homes:

• Cause cardiovascular and respiratory illnesses

• Affect mental health and well being

• Aggravate existing health conditions (including diabetes, types of ulcers and musculoskeletal pains)

• Increase the risk of falls among the elderly

• Are a key cause of EWDs

Those most affected by living in a cold home are young children, older people and those with pre-existing health problems. 3.2 There were 13,400 EWDs in England and Wales in 2021/2022 most of which occurred in people aged 75 and over. Research suggests that deaths from cardiovascular disease in England were 22.9% higher in winter months than the average for other times for the year.

Hampshire County Council invites applications from suitably experienced organisations who wish to tender for the service Hitting the Cold Spots.

The contract will commence on 1st April 2024 and will be for a period of 3 years with the option to extend for an additional period of up to 2 years (1+1).
