  • The procurement falls outside the scope of application of the regulations

Explanation:

The decision to directly award the contract for architectural and design services to Hunters for the Carey Building project is based on the pressing need to appoint a capable firm quickly, due to stringent time constraints. Given the critical timelines of the project, there is no practical opportunity to conduct a comprehensive market exploration for alternative service providers.

Hunters have been selected because of their proven capability to mobilise rapidly and deliver within the required timeframes. Hunters' have the capacity to meet these specific demands, ensure confidence in their ability to handle the project efficiently, without the delays that could arise from a lengthy procurement process.

This decision has been made to ensure the successful and timely completion of the project and is based solely on operational needs and practical considerations".

Due to the unforeseen short timescales for this project, a direct award was done under Framework SBS Construction Consultancy Services Lot 1 Architectural Services.
