Harrow Council is inviting tenders for the provision of the borough’s Domestic Abuse Service. This comprises two procurement Lots as summarised below. Tenderers are invited to bid for one or both Lots.

Lot 1: Domestic Abuse Support Service: Strategic coordination and direct support to domestic abuse victims/survivors

Lot 2: Safe Accommodation: Refuge Support and Management and Floating Support

Successful tenderers will work in partnership with the council in collaborative forums to ensure a cohesive holistic Domestic Abuse Service.

Lot 1: Domestic Abuse Support Service: Strategic coordination and direct support to domestic abuse victims/survivors

The service will form part of a whole system response to domestic abuse, including identification, referral and triage and provide an accessible, equitable service to service users of domestic abuse. The successful organisation will be an established specialist provider of Domestic Abuse Advocacy and Support Services to women, as well as male victims, and their families, delivering a high-quality individual needs-led service in compliance with equal opportunities, diversity, health, and safety and with the general duties and accountabilities to service users and the council.

Lot 2: Safe Accommodation: Refuge Support and Management and Floating Support

Harrow Council is seeking a provider to deliver refuge accommodation and support services for Domestic Abuse survivors, utilising a service user-centred approach to address the multiple needs of the service users. The Refuge service will form part of a whole system response to domestic abuse, including identification, referral and triage and provide an accessible, equitable service to service users. The successful organisation will be an established specialist provider of Domestic Abuse Refuge Management, Advocacy and Support Services to women, and their families, delivering a high-quality individual needs-led service in compliance with equal opportunities, diversity, health, and safety and with the general duties and accountabilities to service users and the council.
