TfL's Dial-a-Ride (DAR),Assisted Transport and London Councils Taxi and PHV Services offering strives to provide its Taxicard and Assisted Taxi scheme members with a reliable and punctual individual-tailored transport service, at a rate that aligns with the current market.

The core requirement is to ensure we can continue to support individuals in the local community who are vulnerable and may be mobility impaired to reach their final destination. It is therefore crucial that this service maintains its current service standards and no qualifying member of the schemes is left without their ride.

This Market Sounding Questionnaire (MSQ) is being jointly issued by two entities - Transport for London and London Councils. It seeks to obtain market feedback in relation to an anticipated procurement of the services ca £.5-8 m p.a. and seeks to shape the procurement strategy and tender pack which combines TfL's Dial a Ride (DaR) Taxis/PHVs and London Councils Taxicard requirements.

This Early Market Engagement (EME) activity aims to gain insight into the current Taxi/PHV aggregator market in order to understand the appetite, capacity, technology and maturity of the market in relation to these specific requirements, including any perceived risks, opportunities and cost drivers.

two.2.4) Description of the procurement

Members of the Taxicard service make their journey requests either by contacting the incumbent service provider's journey booking centre for an advance or as soon as possible (ASAP) booking.

In addition, certain London boroughs allow members to make a booking for collection and delivery of essential goods / items only. These bookings can be made for a family member, carer or friend to use a trip on behalf of the member for this purpose. Alternatively, a member can request for a driver to carry out this request. Payment for these types of booking are made at the time of booking, and all goods collected must be paid for prior to the driver completing the trip.

two.2.4) Description of the procurement

The requirement for multi-trip /shift and single trip bookings of taxis by DaR is a direct result of unforeseen day-to-day fluctuations in multi-occupancy demand, difficult-to-reach pick-up areas and various occurrences of non-availability of the multi-occupancy mini-bus services. Members' calls for specific kinds of taxis are booked under the same DaR membership scheme as multi-occupancy, free to members at point of use.

Kinds of vehicles. The DaR Taxi and PHV Services member requirement is for three main types of vehicle which each individual specifies at the point of ordering their ride and is booked through the aggregator:

o TfL- licensed London Taxi (black cab)

o TfL-licensed PHVs

o TFL-licensed PHVs that are designated wheelchair accessible

vehicles

o Low Floor Vehicle
